Rede de Inovação Local (RIL) Brasil opens a public call to select Brazilian municipalities interested in participating in the Program Governments in the Age of Artificial Intelligence, an initiative aimed at supporting local governments that are at early or intermediate stages of maturity in innovation, digital transformation, and the strategic use of emerging technologies, especially artificial intelligence.

The Program will select 4 (four) cities to take part in a structured journey of technical, methodological, and capacity-building support, with a focus on internal organization, strengthening institutional capacities, and building solid foundations for a sustainable digital government agenda.

About the Program

The Program Governments in the Age of Artificial Intelligence was designed to support municipalities in structuring their first organized cycles of digital transformation, taking into account their real conditions, available resources, and priority challenges.

The proposal is to work alongside municipal teams to clarify priorities, strengthen internal governance, organize data, processes, and capacities, and design feasible projects connected to the concrete needs of public management and the population.

What the Program Offers

Selected municipalities will have access to:

• Ongoing technical support to organize their digital government agenda;

• A structured methodology for diagnosis, prioritization, planning, and initial implementation;

• Practical tools to strengthen governance, processes, and internal capacities;

• Access to the RIL Academy for training municipal teams;

• Peer exchange spaces among municipalities facing similar challenges at similar stages of maturity.

How the Program Works

The Program will last approximately 9 months, with a start date scheduled for March 18, 2026, and an end date on December 9, 2026, in a predominantly virtual format.

The journey is organized into five stages:

1. Diagnose – Structured assessment of the municipality’s current situation in terms of digital transformation and use of AI.

2. Co-design – Definition of priorities and support in building a municipal digital government plan.

3. Implement – Execution of short-term actions with high impact potential, positioning the municipality on the digital advancement path.

4. Evaluate – Analysis of progress, consolidation of learnings, and course adjustments.

5. Communicate – Organization of institutional communication and definition of the next steps for the digital agenda.
   
   

Application and Selection

Applications must be submitted exclusively through the application form (link here).

The selection process will be conducted by a technical team and will include:

• Analysis of the information provided in the form;

• Assessment of the level of maturity and the adequacy of the municipality’s profile to the Program’s objectives;

• Interviews with finalist municipalities.

Who Can Apply

Brazilian municipalities may apply if they:

• Are legally constituted municipal governments in Brazil;

• Have some unit, department, or formal responsibility related to innovation, technology, management modernization, or digital government;

• Submit their application through the official form, fully completed;

• Have the consent of the Mayor for participation in the Program;

• Demonstrate interest and availability to structure their digital transformation agenda.

Investment and Scholarships

Participation in the Program involves an investment of R$ 50,000.00 per city. Partial or full scholarships may be granted, according to criteria related to profile, institutional capacity, and development potential.

Important Dates

• Call opens: January 28, 2026

• Application deadline: February 25, 2026

• Announcement of selected municipalities: February 27, 2026

• Program start: March 18, 2026
