The Red de Innovación Local (RIL) Brazil announces the selection of four Brazilian cities that will participate in the first edition of the Governments in the Age of Artificial Intelligence Program, an initiative aimed at strengthening the institutional capacities of municipal governments to advance their digital transformation agendas.
The Program will support Brazilian municipalities in building their own pathways toward more efficient, data-driven governments prepared to responsibly and ethically incorporate artificial intelligence while generating public value. The initiative provides technical and methodological support for conducting institutional diagnostics, developing digital government plans, and implementing practical digital transformation actions, offering tools and specialized guidance throughout the journey.
“Digital transformation in municipal governments does not begin with technology, but with strengthening institutional capacities within public teams. The Governments in the Age of AI Program was designed to help municipalities organize their digital transformation agenda, define priorities, and build solid foundations to innovate and responsibly adopt new technologies.”
— Camila Penido, Director of the RIL Brazil Accelerator
The public call, launched in January 2026, received applications from municipalities across different regions of Brazil, demonstrating the growing interest among local administrations in structuring digital transformation agendas capable of improving internal processes, enhancing public services, and delivering better outcomes for citizens.
The selection of participating cities was based on technical and institutional criteria, including the municipality’s level of digital maturity, political commitment to innovation, the existence of dedicated technical teams, and the capacity to implement strategic initiatives throughout the Program, as established in the call for applications.
The cities selected for the first edition of the Governments in the Age of Artificial Intelligence Program are:
Amargosa (BA)
Aracaju (SE)
Bezerros (PE)
Sumaré (SP)
Over approximately nine months, participating cities will follow a structured journey combining institutional diagnostics, strategic planning, implementation of practical actions, and results evaluation, with specialized technical support from the RIL Brazil team. The goal is to support each municipality in developing a Municipal Digital Government Plan and implementing concrete short-term initiatives.
The Program includes individualized mentoring, continuous training through the RIL Academy, peer-learning spaces, and collaboration with experts and partners from the public innovation ecosystem. This approach seeks to strengthen local leadership, mobilize municipal teams, and create real conditions to transform good intentions into execution capacity.
“Building more efficient digital governments requires investing in municipal capacities. When the public sector is prepared, technologies move from promise to practice, strengthening public management, improving decision-making, and enhancing people’s quality of life.”
— Helena Wajnman, Executive Director of the Local Innovation Network
More than introducing new technologies, the Governments in the Age of Artificial Intelligence Program aims to support local governments in building strong institutional foundations for smarter, more sustainable, and results-oriented public decision-making, contributing to the emergence of a new generation of digital governments in Brazil.
The Governments in the Age of Artificial Intelligence Program is an initiative of the Local Innovation Network (RIL) Brazil designed to support Brazilian municipalities in structuring their digital government agendas and strategically using artificial intelligence to improve public management and service delivery.
Through specialized technical support, a structured methodology, strategic use of data, and collaborative work among municipalities, the Program seeks to strengthen institutional capacities, reduce risks associated with technology adoption, and accelerate the implementation of innovative solutions aligned with the real needs of Brazilian cities.
